Service Availability Tool is a Servers & Network software developed by Fluke Corporation. After our trial and test, the software is proved to be official, secure and free. Here is the official description for Service Availability Tool:

EditByBrothersoft: This application is designed to help you determine connectivity issues with servers and other devices within your network. The application provides two basic functions:

·TCP port open test

·TCP-based trace route test

The TCP Port Open test allows you to determine if a device is responding to TCP messages directed to a specified port. If the end device responds, the test provides the average round-trip time to reach the distant end.

The TCP Trace Route test is Similar to a traditional trace route except it uses TCP messages instead of ICMP. This allows you to see what devices are in the path to the destination device. In many cases this provides more detail since many routers and firewalls are configured to ignore ICMP messages. This test also provides an indication of the time delay imposed by each device.
