Brothersoft Editor ignitionServer is an open source IRCX server for Windows. It is under heavy development and releases happen often. ignitionServer is released under the GNU General Public License. It also has a complex configuration (however, it is simplified with the use of eXtended Configuration Lines [X: lines]) and the configuration is well-documented. It scales well and is perfect for 5000+ users (although it works for less, too). It also doesn't eat 20% CPU when there's a lot of people connected.
