fmweb is a System Utilities software developed by Frank Hoehnel. After our trial and test, the software is proved to be official, secure and free. Here is the official description for fmweb:

EditByBSEditor: fmweb is a web-based File Manager written in Java. It can be used to manage the local file system or via the TCP/IP network the filesystems of remote machines.
The communication is via HTTP or HTTPS. fmweb has a built-in WWW server.
Although fmweb is a platform-independent java application, it offers many functions that specialized file managers for the operating system provide.
fmweb is a multi-user application, for each user a "document root" can be defined.
fmweb's picture browsing and manipulation functions allow to use it as a web picture album.
fmweb can be used by webspace providers to give the users simple access to their files.
This latest version has been tested on Linux, Windows XP, Windows 2000 and SUN Solaris. Previous versions also worked on AIX and OS/2 and the new version should work on these platforms too.

If fmweb receives a request from a Web-Browser it checks first if the IP address of the incomming request is in the list of allowed addresses. If yes, the user is being prompted for userid and password. If they are correct, fmweb sets a cookie on the client's browser which is used for session tracking. The cookie is time-limited and expires after a configurable duration.

User information is stored in a XML file and the passwords are encrypted.
Experienced Java programmers can replace the Default user manager by a self-written user manager class to access an existing user database.
Two modes of user registration are supported: Open registration means that user's can register themselves. In closed registration mode only an administrator can register n
