EventCentral is a renegade! After so many years of marriage with Apache / MySQL, and to ease its installation process, it moves to IIS / SQLite. Previous versions' data will be lost, so its a major release: 5.0.
Teaming with IIS does not mean Apache won't work (just rename Default.htm to index.html and check) ; only it's not supported anymore.
SQLite is bundled into Active State's Perl, so there is no need to install an extra database engine. Moreover, issues have recently arisen regarding MySQL's future.
If you want to stick to Apache / MySQL with version 4.6, you'll just miss a new search GUI and Active Directory request ability to build computers list. you can free download EventCentral 5.0 now.
