EQPro is a Development software developed by xFX JumpStart. After our trial and test, the software is proved to be official, secure and free. Here is the official description for EQPro:

BS Editor: EQPro is a powerful OCX control that can be used within any ActiveX compliant application to access all the input, output and advanced lines from every installed sound card in the system where the control is running. With EQPro you can read and change the values of the volume sliders, the mute states, the selected for recording states of every line and even the advanced controls that some mixers feature, such as the Loudness and 3D Sound settings. Also, introduced in version 1.6, EQPro can make use of the VU controls in the mixer (if any) and act as a VU Meter! The interface of EQPro to the developer is composed of collections of items that represent the elements of the mixer. Each item has its own properties, actions can be taken using methods and feedback from the control can be read via the control events. This is why the developer will find well known resources, such as collections of items, which can be widely found on many other types of controls. This way, the learning curve is more like a straight line... and its this interface which makes EQPro so wonderful, because even without having the slightest idea on how the complex mixer API works, you will be able to gain control over any sound card's mixer within minutes!
